Swiss, Israel Currencies Test Central Banks' Intervention Stance The shekel has been gaining on record foreign investment in the tech sector, a growing current-account surplus, and heavier shekel-buying by Israeli institutional investors looking to hedge against rising stock prices in the U.S. In January -- when the currency was weaker than on Tuesday -- the Bank of Israel announced a $30 billion foreign exchange purchasing program to rein in the shekel. The bank purchased more than $25 billion in foreign currency in just the first half of the year, and today, has less than $2 billion left in the till. Governor Amir Yaron has said repeatedly that $30 billion is not a ceiling and the bank would intervene in the market as needed, and his spokesman referenced that stance when asked to comment on whether the bank had bought foreign currency on Tuesday.
