President Biden announced plans this week to ease an expanding supply-chain crunch. Ships are waiting to dock at ports on both coasts. Even shipping containers have been in short supply. The immediate fix is to expand operations at the crucial Port of Los Angeles to 24 hours a day, seven days a week. This may help in the immediate term, but U.S. infrastructure is crumbling. Longer operating hours aren’t going to cut it. The White House is focused on the short-term need to get goods into stores by the holiday season. But it needs to lead with a tech-enabled infrastructure vision that goes well beyond fixing bridges and highways, two laudable, but insufficient goals. Global supply chains are undergoing a paradigm shift, from just-in-time delivery to resiliency.
