The debate since has been framed as a bargain between two parties: issuers who bear the cost of filing the 10-Q, and shareholders who read it. I have argued in two earlier pieces that even on those narrow terms the proposal fails — the evidence behind it is thin , and the cost to investors plausibly runs into the trillions.
