Powell’s testimony leaves Fed watchers scratching their heads Federal Reserve Chairman Jerome Powell made clear this week in testimony to Congress that the central bank is very likely going to cut interest rates in July. Still, there is a remarkable sense of unease in the commentary about future central bank policy. Why are Fed watchers so confused? “I don’t think the [Fed] policy makes sense,” Ethan Harris, head of global economics research at Bank of America, said flatly in an interview. He noted that the economic data had actually improved since the Fed’s June meeting. Ward McCarthy, chief financial economist at Jefferies, expressed similar frustration. “Jefferies Economics does not think that a rate cut is needed, and it is not remotely clear to us what rate cuts will accomplish,” he said, in an email to clients.
