Allete — the parent company of Minnesota Power and Superior, Water, Light and Power — is now owned by Canada Pension Plan Investment Board and BlackRock-owned Global Infrastructure Partners. The Minnesota Public Utilities Commission formally issued its written order approving the sale on Dec. 10 after the five-member panel unanimously voted in favor of the sale in October, providing the last regulatory approval needed for the $6.2 billion deal. The deal, first announced in May 2024, drew concern over private equity ownership, BlackRock's role and the potential for rising electricity rates. The Minnesota Attorney General's Office, a consumer advocacy group, several environmental groups and Minnesota Power's largest industrial customers were opposed to the sale, and an administrative law judge in July recommended, in a nonbinding opinion, that the PUC reject the deal as it wasn't in the public interest.
