Before Judge's Blow, Insurers Weren’t Rushing To Sell Trump’s Association Health Plans News that a federal judge blocked Such coverage known as association health plans was the brainchild of the Trump administration and pushed by U.S. Sen. Rand Paul But U.S. District Court Judge John Bates described in his ruling Thursday in his ruling. Sales of such products haven’t been touted as a major business opportunity for health insurance companies that have placed far greater focus these days on growing other commercial businesses and expanding Medicare Advantage plans into new markets. Of the major carriers selling commercial coverage, Anthem and UnitedHealth Group were insurers that have mentioned association health plans in their business outlooks for this year. “We expect strength in the association health plan market and have an unprecedented focus on developing and cross-selling specialty benefits,” Steve Nelson, CEO of UnitedHealth Group’s United health insurance business told analyst
