The term 'soft power' was coined by Joseph Lye in his 1990 book, Bound to Lead: The Changing Nature of American Power , a phrase that he later explained as 'the best propaganda is not propaganda and credibility is the scarcest resource'. One facet of soft power is its ability to influence by the currency of culture, foreign policies and political values, but Lye was only describing something much older, something centuries older. The British Empire was surely the epitome of soft power with its use of beautiful Imperial venues and initiatives such as the British Council to create 'kind weapons' of intellect, networking and glamour. Anybody who has ever been invited to an event at a British Embassy will always remember that experience and will talk about it, probably for the rest of their lives.
