In mid-December, after months of speculation, Boyd Gaming unveiled a $160 million redevelopment plan that would transform the look of the Par-A-Dice. The iconic boat, it appears, will be replaced with a large facility attached to the existing hotel and will sit atop a manmade pond that will be filled with river water, an effort to satisfy a 34-year-old legal document requiring any casino that sat on land be on the Peoria side of the river. “Current law requires that the Peoria Area Casino must operate in Peoria if it is a land-based facility, and in East Peoria, its present location, if it is a riverboat casino,” said Marcus Fruchter, administrator of the Illinois Gaming Board. Peoria and East Peoria reached this agreement in 1991, when Peoria temporarily had the casino. The boat was docked in its current place in 1993.
