A contract has been concluded, but is subject to the approval of the US financial authorities, Lukoil said in Moscow. Negotiations were still being held with other potential buyers, the firm said. Carlyle has not yet issued a statement. In October, US President Donald Trump's administration imposed sanctions on Lukoil and state-owned firm Rosneft to pressure Moscow to end the war in Ukraine. An attempt by Lukoil to sell its foreign assets to the Swiss commodities trader Gunvor subsequently failed. The US Treasury Department vetoed the deal because one of Gunvor's founders - who had however left the firm years earlier - was Russian businessman Gennady Timchenko, a confidant of Russian President Vladimir Putin.
