an already-fragile export channel and adding fresh volatility to Gulf Coast markets. Traders familiar with the matter told Bloomberg that Chevron sold a batch of Venezuelan crude on December 11 at weaker levels than a similar offer just two days earlier. The timing was impossible to miss: the discount came immediately after U.S. forces boarded and seized the Skipper , a sanctioned crude carrier intercepted in the Caribbean and believed to be en route to the United States. The Skipper is now anchored near the Dominican Republic, awaiting instructions and adding unwelcome barrels to an already soft Gulf Coast market. Its uncertain fate has depressed regional pricing further, traders say, at a moment when Brent and other benchmarks have also drifted lower. For Washington, the tanker seizure is part of something much bigger.
