Edison expects to pay little for the fire despite potential damages reaching $45 billion, with the utility's maximum liability under state law capped at $4 billion. Survivors and consumer advocates argue the law leaves utilities unaccountable for their mistakes, leading to even more fires. A year after the Eaton fire, survivors and the state's electric utilities are clashing over whether state law should continue to protect the companies from the cost of disastrous wildfires they ignite.
