Small will lead the not-for-profit insurer, which serves about 3.5 million members across Maryland, Virginia and Washington, D.C., with additional reach nationwide. Small replaces Brian Pieninck, who left the firm in September to become CEO of GuideWell Mutual Holding Corp. in Florida.
