Dow Turns Green as Markets Weigh Latest Trade Talk Twists Here Are 3 Hot Things to Know About Right Now Wall Street Overview The Dow turned green as stocks pared their losses Friday after Treasury Secretary Steven Mnuchin said discussions over a possible trade deal with China were "constructive," just hours after the U.S. raised tariffs on $200 billion in Chinese products to 25%. The Dow Jones Industrial Average, which was fell as much as 358 points, rose 13 points to 25,841 in afternoon trading. The S&P 500 declined 0.06% and the Nasdaq was down 0.32%. CNBC reported that U.S. trade talks with China ended Friday as Liu He, the top Chinese trade negotiator, left the Office of the U.S. Trade Representative. Treasury Secretary Steven Mnuchin said discussions about a possible trade agreement were "constructive."
