Citi's Ryan Levine believes Evergy ( EVRG ) will benefit from favorable Kansas legislation which will allow 90% PISA treatment of capex and accelerate Kansas base rate growth, an accelerating outlook for load growth in the company's service territories, and potential upside in Missouri over time given a favorable regulatory environment. Levine opens a positive 30-day catalyst watch, expecting the Kansas legislature will pass HB 2527 by April 5 and become law shortly thereafter, likely impacting earnings by July. The analyst thinks Evergy ( EVRG ) management will respond to an improvement in the regulatory environment by gradually accelerating rate base spending; if the company boosts rate base growth from 6% to 6.5%, he estimates it would add another 1% of EPS accretion.
