Ford Motor Co.'s staggering $19.5 billion write-down of its massive electric vehicle investment is a stark illustration of how difficult it's become for state governments to pick winning companies and technologies. States have had mixed success in luring jobs and investments with tax abatements, upfront cash and other goodies. And at least 75% of the time , companies would have made the same location decisions had incentives not been offered, according to research by Tim Bartik, senior economist at the Upjohn Institute for Employment Research in Kalamazoo. But rapid technological change, political shifts, market upheavals and outright hostility to major development projects have made putting taxpayer dollars into massive brick-and-mortar factories and data centers an increasingly risky endeavor.
