"In general, hiring has slowed but separations are still pretty stable," said Scott Hodek, economist with the Wisconsin Department of Workforce Development. “The Wisconsin labor economy has cooled a bit along with the national economy but unemployment rates do remain historically low." Not every company that laid workers off filed a WARN notices. For example, Polaris plans to layoff 200 Wisconsin workers and close its facility in Osceola but didn't file a notice with the state. Continuing from last year, local economists believe retirements are a playing a significant factor in the labor force decline. According to the Bureau of Labor Statistics, the state's total labor force, those between the ages of 16 to 65, declined by about 66,700. But there are some positive movements like in construction which gained 3,100 from November to December and was up 5,000 for 2025.
