When I look at the numbers, the mechanisms of funding, and the trajectory of this conflict, I see a fiscal and moral crisis that demands public scrutiny. Independent analysts estimate that current operations are costing the United States $1 billion per day. That sum is remarkable on its own. However, the greater concern is how the money is spent. A substantial portion of the funding is moving through emergency channels, known as the "ghost budget," which bypasses the usual appropriations process.
