The three-member commission said the project by Hawaiian Electric Co. will address “urgent reliability needs” on Oahu's electric grid, and that as part of its approval strict cost controls are being imposed to limit financial impacts on ratepayers. “This action reflects the commission's continued commitment to balancing safety, reliability, affordability, and Hawaii's long-term clean energy goals,” the PUC said in a written announcement. As part of its approval, the PUC rejected the utility company's request to recover up to $1.16 billion for project costs through customer bills, and instead capped such recovery to $847 million plus a limited inflation adjustment. Based on the cap, the project is estimated to add no more than $3.62 to the monthly bill for a typical residential customer using 500 kilowatt hours of electricity per month.
