There is a thunderclap of energy news from Brownsville. Construction is about to start on the United States' first new major oil refinery in 49 years. Doing what no American company had been able to do because of the expense and environmental constraints, Reliance Industries of India is building a $300-billion refinery at the Port of Brownsville. The Permian Basin Petroleum, Texas Oil & Gas and Texas Independent Producers & Royalty Owners associations hope it will harbinger the modernization of the U.S. refining industry.
