House File 2757 creates a sales and use tax exemption toward costs related to restarting decommissioned nuclear energy facilities looking to come online on or after Jan. 1, 2026. It targets Iowa's only current nuclear energy facility, the Duane Arnold Energy Center in Palo near Cedar Rapids. The measure stems from a nuclear energy task force Gov. Kim Reynolds established to focus on advancing and developing nuclear energy technology and infrastructure in the state. The bill passed the House on a 94-1 vote, with Rep. Beth Wessel-Kroeschell, D-Ames, casting the lone vote against it. The eastern Iowa nuclear energy plant operated from 1974 until 2020, when it closed after sustaining damage in the 2020 derecho. NextEra Energy, a Florida-based utility, in October announced plans to restart the facility and estimates it should be operational by the first quarter of 2029, pending regulatory approvals.
