The company rated the lowest by Consumer Reports, however, has a different structure — formed by the Florida State Legislature as a not-for-profit, tax-exempt entity to provide insurance policies for homeowners in the Sunshine State who were denied coverage by other insurance companies. Consumer Reports rated Citizens Property Insurance Corporation as the worst home insurance company in the country. Conducting a survey of nearly 24,000 homeowners using 28 insurance companies, Consumer Reports only gave Citizens 14 points out of a possible 100. Besides ranking poorly in all categories, to make matters worse for homeowners, Citizens comes with the highest costs, with a typical annual premium just under $3,000.
