Chief Enforcement Officer Kendall Bonebrake stated in the March 19 hearing that Evans engaged in conversation in the beginning, "but not recently," forcing the public announcement of the fine. However, Evans says she worked in good faith with the FPPC for nearly a year to resolve the matter. "I was transparent throughout the process, including clearly communicating that certain campaign records were not in my possession and had never been provided to me by a former campaign treasurer," Evans told the Daily Press. Ultimately, Evans says she does not have access to the records the FPPC is requesting and that there is a difference between an unwillingness to comply and an inability to access records.
