Consumer Watchdog Logo (PRNewsfoto/Consumer Watchdog) AB 1677 limits how much investor-owned utilities can profit from their investments, an amount set by the Public Utilities Commission in a cost of capital proceeding. California utilities have been allowed to make about 10% profit, when the average cost of capital is much lower for most companies. AB 1667 limits the utilities' profits to 4% more than the long-term Treasury bond (currently 4.7%). If AB 1667 were law today, utilities' investors would not be allowed to make more than 8.7% profits, saving ratepayers billions annually. AB 1774 requires independent audits of utilities' wildfire mitigation spending to make sure the funds are spent before new money is appropriated through a rate hike.
