Response To FTC's Inquiry: Should Franchise Rule Be Modified FTC Apex Building Washington DC Wikimedia Commons The Federal Trade Commission issued a notice last February asking the public if the FTC should, once again, make changes to its Franchise Rule. The agency stressed that the primary purpose of the Franchise Rule is to provide prospective franchisees the material information they need in order to weigh the risks and benefits of purchasing a franchise. The original Franchise Rule was enacted in 1979. The FTC started a new process to revise the rule for changes in 1995, which took years to complete. The revised edition was then issued in 2007, taking effect on July 1, 2008. Now, the federal agency wants to know whether modifications need to be made, and if so, what would be the result and the cost to franchisors and franchisees. Equally important, how would the revisions recommended affect the benefits to prospective franchisees. These are a few of the 13 questions the FTC asked
