What it cannot do is decide, on its own, what the world is for, what should matter most, what kind of trade-offs are acceptable, or what counts as a good outcome. Those decisions are made before the equation is written. This is why world modeling is not a path toward more intelligence, but toward the codification of a particular way of seeing, selecting, and valuing the world—toward the formalization of judgment itself, whether human, algorithmically mediated, or algorithmic.
