Todd Korol/Reuters Prime Minister Mark Carney and Alberta Premier Danielle Smith signed a major energy agreement on Thursday, laying the conditions for construction of a new oil pipeline to the West Coast. The agreement – which signals a seismic shift in the federal government's relationship with the province – also suspends clean-electricity regulations for Alberta with the provision that the province increases its industrial carbon price and says the federal government won't implement its oil and gas emissions cap. The deal also lays out a plan for construction of the Pathways Project – a massive carbon-capture and storage effort that the deal says will be built by 2040 to achieve emissions reductions at date-specific intervals.
