The Canadian Investment Regulatory Organization (CIRO) spent more than 9,000 hours investigating a cybersecurity breach before notifying 750,000 investors their personal information had been compromised . That five-month gap between detection and disclosure reveals how CIRO organized its data — and raises uncomfortable questions about whether an organization that cannot quickly identify who it holds information about should be holding that information at all. CIRO does not collect client data the way dealers do. It does not maintain client accounts, transaction histories or ongoing suitability records as a matter of routine supervision.
