The attacks target Extended Producer Responsibility laws that shift cleanup and disposal costs from consumers and cities to companies that make plastic materials. California's landmark single-use plastic law is slowly being eroded by pressures within the state . Now legal attacks from outside threaten to kneecap it entirely.
