Trump says the SAVE Act would “guarantee” GOP wins in the midterms. What's in the bill and does it any real chance of passing. Many states and voter advocacy groups have already refuted the order , saying it could make it harder for people to vote and obstruct state election administrations. Trump's action comes months before the 2026 midterm elections , a crucial set of races for Republicans as they seek the maintain control of congress. Under the Constitution states have authority over "the times, places, and manner" of federal elections. While state and local officials administer voting, the Constitution does provide Congress with the power to "make or alter" election rules, USA TODAY reported .
