unveiled Project Vault, a $12 billion plan to build a strategic minerals stockpile to cut US reliance on China. The program would combine $1.67 billion in private capital with a $10 billion loan from the U.S. Export-Import Bank to buy and store materials such as neodymium and praseodymium (NdPr), which are critical for high-tech manufacturing and defense. The move also follows a sell-off in USA Rare Earth last week after reports that the administration had stepped back from guaranteed pricing mechanisms. Today's stockpile announcement partially offsets that concern by signalling that Washington is willing to intervene on the demand side, rather than through direct price controls. The administration's outreach to major end users, including automakers and large technology companies, signals an effort to create domestic demand anchors for critical minerals and magnets.
